About the Barbara Bush Foundation for Family Literacy

Former first lady Barbara Bush chose literacy as her life’s work based on a simple, but powerful belief: “If more people could read, write, and comprehend, we would be that much closer to solving so many of the problems plaguing our society.” Since she established the Barbara Bush Foundation for Family Literacy in 1989, research has continually proven her right, linking literacy to some of the most pressing issues of our time.

Over the past three decades, the Barbara Bush Foundation has supported literacy programs in all 50 states and the District of Columbia, but there is still much work left to be done. Low literacy remains a silent and enduring issue of equity, preventing 130 million American adults from fully engaging in our society as parents, workers, and citizens—impacting our nation today and for generations to come.

Today, the Barbara Bush Foundation is laser-focused on bridging the equity gap and breaking the multigenerational cycle of low literacy by improving the skills of adults—parents and caregivers. Our holistic family literacy approach provides services that target adult learners directly, while also reaching parents and caregivers through early literacy programs that support grade-level reading, through:

  • Technology and innovation
  • Reading mentoring programs
  • Research, education, and thought leadership
About the Position

The portfolio of the Barbara Bush Foundation’s Program team includes a focus on technology and innovation. Our approach aims to build upon the Foundation’s strengths from the past 30 years, while prioritizing and focusing on projects and activities that lead to data-driven outcomes and scalable approaches. As we evolve, we are identifying new evidence-based practices to achieve improved outcomes for low-literate adults and families by reaching them in new ways. This position’s primary focus is the management and execution of this technology portfolio.

Additionally, we are increasing our efforts to bring accountability and transparency to our investments. For example, we have instituted regular reporting of our progress and results to improve service delivery, more effectively manage our projects, and discover new opportunities for programmatic growth. This position will help spearhead our ongoing commitment to monitor, learn from, and report on our progress, strengthening our projects and leading to long-term results.

Primary Responsibilities

The Director of Technology Programs and Data Management is a full-time position that reports directly to the Vice President of Mission and Programs. The primary responsibilities include, but are not limited to:

Technology Lead and Digital Program Management

  • Lead the selection, management, execution, and evaluation of the Foundation’s technology and innovation investments through the Robert and Dorothy King Technology Innovation Fund
  • Support the development, implementation, and ongoing management of online and digital programs designed to improve literacy skills in adults and children
  • Staff the organization’s Technical Advisory Council (TAC) to ensure that we are leveraging the knowledge and expertise of its members to improve the Foundation’s technology offerings
  • Manage metrics and performance goals related to all technology offerings

Digital Learning Platform Implementation and Support

  • Support the implementation for the Digital Learning Platform (DLP), including an expanded metrics plan, system functionality, and analytic reports
  • Provide DLP onboarding and training to Foundation staff and partners as needed
  • Develop future analytics plan for the DLP (mentoring and repository) in collaboration with the Program Team
  • In year two, transition to providing technical assistance, troubleshooting, and customer service support to users of the DLP

Data Analytics and Reporting

  • Support project data collection and analysis in collaboration with program managers
  • Review project monitoring and evaluation plans and metrics to ensure that the team is collecting quality data
  • Support the design (if needed) of qualitative project survey questions
  • Provide technical assistance to the National Action Plan Secretariat Team to develop and collect metrics and indicators
  • Lead the preparation and presentation of quarterly progress reports

Additional Deliverables and Support

  • Support results and data oriented collateral development and marketing with the Communications team
  • Assist in grant reporting for the Program team as needed
  • Perform other duties as assigned
Skills, Knowledge and Experience
  • Bachelor’s degree (or higher) in technology, monitoring and evaluation, data analytics, or other related to the field
  • Minimum of 5 to 8 years’ work experience in similar field
  • Nonprofit/social sector experience preferred but not required
  • Experience with digital program design and evaluation
  • Experience with analytics and technology skills required
  • Experience in managing projects and completing tasks on time
  • Excellent verbal and written communication skills
  • Demonstrated flexibility, adaptability, and the ability to perform and collaborate under challenging conditions
  • Ability to multi-task across a range of initiatives
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Access)
  • Expertise in Google Analytics
Period of Performance

This is a full-time position (40 hours per week).
